“System re-operation” is an arcane term, but California’s vast water system operates on terms abounding in history, custom, and practice. The Department of Water Resources just posted a new, statewide system re-operation study and is seeking your comment. Begun as a 2008 legislative response to the last drought, this study focuses on one of the administration’s central responses to this drought: improving existing infrastructure and operations to create more water.
