Against the backdrop of cranes moving containers from an Evergreen vessel in the Port of Los Angeles, city and port officials gathered to celebrate the tentative labor agreement that puts thousands of workers back on the docks.

But everyone agreed that the ports can’t afford protracted labor negotiations again.

“The competition we need to worry about isn’t between each other on the docks,” said Los Angeles Mayor Eric Garcetti. “It’s with the rest of the world.”
