The 2013-14 State Budget is already under a serious strain — a federal judge ordered 2,600 prison inmates moved from Central Valley institutions to other facilities in order to avoid Valley Fever. This has a serious and lingering fiscal impact, with unbudgeted costs that could well extend for 2 fiscal years and consume tens of millions of dollars.
