Mark A. Theisen
Mark A. Theisen has been a member of The Gualco Group, Inc.’s governmental relations team since March, 1998.
Mr. Theisen came to The Gualco Group, Inc. with
over 25 years of experience in state and federal
legislative and regulatory policy-making and in the
private practice of plaintiff’s civil law. His background
includes, among others, the United States House of
Representatives Committee on Merchant Marine and
Fisheries, civil law firms, the United States Attorney’s
“White Collar Crime” unit, and lobbying on behalf of
local government (counties, cities and special
districts), and private sector business interests before the California Legislature, State
regulatory agencies and the United States Congress.
Prior to attending McGeorge School of Law (Sacramento), Mr. Theisen was
responsible for port and merchant shipping legislation as legislative staff member for
the House of Representatives Committee on Merchant Marine and Fisheries. His first
two years in Washington, D.C. were spent as a legislative assistant to a former
California congressman.
Prior to establishing his own legislative advocacy firm on March 1, 1993, Mr. Theisen
spent nearly four years representing nine California counties before the executive
and legislative branches of California state government. Those counties included:
Butte, Marin, Merced, Napa, Riverside San Joaquin, San Luis Obispo, Stanislaus, and
Tulare. In addition, Mr. Theisen represented three associations: the California
Rescue and Paramedic Association, the California Association of County Treasurers
and Tax Collectors and the State Association of County Retirement Systems.
During the preceding five years before joining The Gualco Group and while operating
as a sole proprietor,
Mr. Theisen was privileged to co-represent the following clients:
Aluminum Window Association, California Ambulance Association, California Paint
Council, Federacion de Charros A.C./U.S.A., Golden Gate Bridge Highway and
Transportation District, Live Oak Enterprises, Merced Irrigation District, Pathology
Medical Laboratories, NDE Environmental, Reclamation District 1000, City of South
Lake Tahoe, and the California Auto Dismantlers Association.
Mr. Theisen is a graduate of the University of Oregon where he received his Bachelor
of Science degree in Political Science. Mr. Theisen additionally obtained postgraduate
work in Journalism at the University of Southern California and obtained his
Juris Doctorate in 1983 from McGeorge School of Law. While at McGeorge, Mr.
Theisen received an award for outstanding excellence in oral advocacy during Moot
Court competition.
In addition to the above, Mark’s personal interests include the arts, reading, travel,
Oregon Ducks football, golf and scuba diving. He is a member of the University of
Oregon Alumni Association, the Sigma Chi Fraternity and the National Association of
Underwater Instructors.
