Brian Kidney brings to The Gualco Group, Inc. 28 years of California State Legislative experience.
Mr. Kidney joined the Office of the Chief Clerk in 1963, was appointed Assistant Chief Clerk in 1965 and elected Chief Clerk in 1988. Mr. Kidney retired from the position in January, 1991. As the Chief Clerk he was a nonpartisan officer charged with the production and maintenance of all official documents and records of the Assembly, e.g., bills, resolutions, amendments, histories, files and journals. As parliamentarian, the Chief Clerk advises the leadership of both parties, the chairs of committees, their members and staffs and must be present at all sessions of the Assembly. Mastery of relevant provisions of California's Constitution and all provisions of the Joint Rules of the Senate and Assembly, the rules of the Assembly, Mason's Manual of Legislative Procedure, and precedence of the House was essential.
Mr. Kidney received his B.A. in Political Science from the University of Michigan, and his M.A. in Government from the University of San Francisco. He is a veteran of the U.S. Air Force. Mr. Kidney has been an invited participant on various symposiums, and a panelist, conductor and lecturer of numerous seminars regarding the California Legislative Process. He has been a contributing writer to California's Legislature (biennial editions 1964-86); editor, Judiciary Chapter, California Blue Book, 1967,'71,'75; co-editor, then editor of California State Assembly, 1969-1990. Mr. Kidney is a member of Comstock Club, The Sacramento Club, Knights of the Vine, E Clampus Vitus and various cultural organizations.
